I think it's a pretty safe policy change to ban content from terrorists. That's a pretty small group of folks in the world, and quite honestly, Lieberman's requests were pretty common sensical.
This is something I implored (to great protest from Mashable readers) YouTube to do a long time ago to avoid further stupid and restrictive legislation. I applaud their move to actually enforce an existing terms of service, at least in this area.
